Usually the problem with blooming plants not blooming yet looking healthy otherwise is over-fertilization (especially with hot manures). Too much nitrogen is the problem-it promotes healthy leaves and stems. You need a fertilizer with a high middle number for flowers. And for some reason burying banana peels under your roses helps too. Also make sure your plant is getting enough sun-not in a shady area-roses are members of the cactus family-dont overwater-but when you do, trickle water for a while so you water deep.

Feed them, blooming takes a lot of energy from the plant. No energy, no blooms.

Some plants will grow normally, but they won't flower if they don't get enough sunlight.
