he parks a boat at the front of the driveway,never mows the lawn or pick up leaves, uses the driveway as his own personal dumping grounds. Do we have a say in the matter?

If your neighborhood has CCR's or a neighborhood homeowner's committee, complain to the board and they will enforce rules preventing an unsightly yard. Otherwise, you are out of luck- unless of course your neighbor is creating a health hazard, in which case you can call your city or county building department for help.

I don't particularly know if you have say within the matter considering it's private property. However if you feel it could be hazardous to kids and passer buys then I would notify the authorities and ask who to inform. Have you tired speaking to the guy? Just simply tell him that allowing his house to go like this is a living breathing ground for snakes more then anything. It's unattractive and is not good for anyone's health. Rats can eventually procreate and if he doesn't do something then further action can be taken. Check w/ the Town Hall for city ordinances and with the board of health as well.

Absolutely.There usually are city ordinances regarding these matters, especially things like the length of the lawn. Contact your local municipality, ask to remain anonymous if you don't want any reprisals. Good Luck

Find out if there are any Town/City ordinances that deal with messy yards and contact the appropriate authorities to deal with him.

if its bad call the city health inspector they will make him clean it up. you can get the community to sign a petition for that dirty neighbor to clean it up
