The term "new stadium" is self evident. But what is the difference between "reconstruction", "modernisation", and "extension"?

reconstruction means part of the stadium has been knocked down and rebuilt ,usually to make bigger, modernisation means upgraded ,maybe new seats toilets press offices etc , and extention means extended usually upwards to hold more people

Many of the WC 06 stadiums are newly constructed from the ground up. The older ones (Berlin, Dortmund, Kaiserslautern to name a few) were given facelifts of one kind or another. Some had seats added, some had other items added. I was in Koln last summer for a Bundesliga match between Koln and Kaiserslautern, and that new stadium was fantastic.
