learn the technologies needed in the career field. There are many parts / technoligies involved. You could set up a basic website without having to have much knowledge just by knowing how to use an editor or even a word processer. To make a page useful, however you will have to know scripting, database connectivity, cgi programming, good site design strategies, etc. Like anything in the world, you could get as deep into it as you want to.

You have to study Web Fu for may years.

Ok joking over - All you have to do is create your own web page and then you can call yourself the "Webmaster". It's just the person who created the page, and the person to contact if you have trouble on the page, or notice something not working correctly, or want to comment on it, etc.

You can get free web space with just about any ISP and you can create and maintaing it using there provided software or you can download something like dreamweaver and upload your files to the site. Some people do go to school for this but for some it's just easy to read books and learn. I myself maintain a few pages and use Dreamweaver and another program to create them.

You could also build a website for some else or a company or just simply help them maintain the website by adding new features, updating the content, ect.
