you can be an extra in a movie and not need an agent as long as the role is a non speaking role. If it is a speaking roll then you have to register with the screen actors guild. Look for casting agents in your area, all the big cities have them and they can direct you in the right area.

You need to start small, I recommend going to craigslist.org and searching for jobs in your state. A lot of times, they have openings for movie extras or acting extras in small indie films.
