To understand hairs,we should see the formation of hairs first.These are the dead cell proteins formed in capilarry forms like bio-nanomaterials and carry the unwanted inorganic or surplus salts and radicals out of our body to finish their reentry in system or to throw them out.These are more at soft skin places as it is easy for them to protude there and at hard skin they cannot come out and take shapes of dead skin/hard skin.

Germs and insulation! While it would appear that we don't need some of the hair we have (i.e. the hair on our arms or our eyebrows), hair has a purpose! Humans are not born with clothing (and half the clothing people wear these days doesn't cover much anyway), so we're naturally covered with insulation, to keep the heat in (most of your body heat escapes through your head, which is why you have so much in that particular place). Hair also prevents sweat and bacteria associated with it from getting into body orifices. It acts in a kinda similar way to how trees act to prevent erosion... sorta.

Hair can be found all over human body, except for the palms of hands and at the soles of feet. The purpose of hair is protective: the hairs on the body keeps a person warm, nose hairs prevent dust and dirt from entering the respiratory system, and eyebrows prevent sweat from entering the eyes.

If there is nothing selecting against it, we will retain hair everywhere on our body that we already have hair. In order for people to become less hairy or have hair in fewer places, there has to be selection for the least hairy people to reproduce and have the most successful children. Evolution is completely based on success.

well, as other people have already said, usually there is a reason for everything in and on the human body.
but sometimes, you really don't need something, and this something is called a vestigial structure. it's just there because it's in your genes. it hasn't been edited out yet by evolution.
so i think, in some places, hair is a vestigial structure.

.. if you think about it, most hair developed for survival reasons and to help keep parts of your body warm, comforted, and hair on your head protects your skin from the sun.. eyebrows protect them from dust and such

U MIGHT THINK WE DONT HAIR IN CERTAIN BUT WE DO TO KEEP GERMS AWAY FROM GOING INSIDE OR BODY...AND THE HAIR HELPS BLOCK THEM ... : )
