I live somewhat near an Army reserve base. It is basically a big parking lot with a barricks and fence around it. A very busy road is right outside the base. Lets say for some odd reason that a fight were to ensue on base and guns were drawn. If a police officer of the town happened to be passing by while this potential firefight was occuring, could the officer do anything about it. Can he pull his gun and demand they drop their weapons. Or is it strictly a military matter?

Shakia, IF YOU READ THE QUESTION...you would see that THE RESERVE BASE IS RIGHT NEXT TO A MAJOR CIILIAN ROAD. Therefore it is obvious that a police officer would be driving by. I drive by it every day to get to work.

I could care less if you answer was bitchy. As a matter of logic and understanding (or lack thereof) exactly WHY a police officer would be driving by a military installation, I chose to reiterate the details of the question.
