My landlord installed an unsecure wireless network using an US Robotics MAXg access point router in our apartment villa. He didn't leave any of the software or passwords. Can I still change it with out those items?

find the manual with the instructions of the ap and as a minimum enable WEP

I believe you can still get into the router to make configuration changes if it is not secured with an id/password. The router may need some configuration changes to secure it, but since what I am hearing from you, it appears the landlord have not secure it and anyone creative enough can get into the configuration of the router and change it so the landlord can not get into it either unless the router is reset to original default values. Hope this makes sense.

if you change the security at the access point, you change it for everyone, might be a reason he didn't make the software or password accessible
