cracked cylinder head or head gasket, sometimes you wont get water in the oil, depends on where the damage is

Can you smell the coolant burning off through the exhaust? Do you have antifreeze in the radiator or plain water? Most geed running engines produce water so this is common to see water spewing from the tailpipe.
Now if you have antifreeze in the radiator, and it is antifreeze coming fro the tailpipe, then you can check 2 things. If the trans has a vacuum modulator , pull the vacuum line off to see if there is any fluid in the lines, if so , replace the modulator. But i think where the real problem is in theintake manifold. You should have fittings coming from the intake and vacuum lines are attached to it. This fitting plugs into the intake where the coolant runs in the manifold near the thermostat neck. If the piece is cracked, then the coolant will be sucked into the fuel rail and through the exhaust.
Good luck
