or Louisiana would score very high.

So my assumption here is that you mean states that have high taxes, expensive housing, high cost of living, poor economy, high congestion, difficult job market, dangerous neighborhoods/ high crime rates. Nevada is a runner up for this last list, but only if you live in Las Vegas. The rest of the state would rate high on the first list of "backwards" states. So if you live in Vegas, Nevada is a great place, but if you live anywhere else in the state your basically living in the middle of nowhere.

Well, I would never classify a state as boring or backwards, because of their geographical qualities. Example: I live in Kansas, most people think it's flat, yes part of it is flat but not most of it. A lot of the state has hills, you need to go up to around Manhattan, Kansas and check that out, that is a beautiful town and beautiful country. I would say a backwards state is states that don't put much funding into education. An example I would consider for that would be Ohio.
