It's probably done by weight, not number, but I don't know for sure.

It depends on the size of the bag. I have actually counted the M&M's in a bag, not for the purpose of finding the total but in preparation for a lab activity on radioactive half-life. Each group needed 100 candies to start with. A large bag had somewhere around 500 candies, give or take a few. The small bag of course wouldn't have been economically sound for my purposes. If you are speaking of the individual bags or even the snack size bags like they give out at Halloween, my suggestion is to count them as you eat them.

Obviously every bag is not going to have the EXACT same number.

However, there's an easy way to know without having to count them. Look at the serving size. It should say "approximately XX pieces". Then look at how many servings per bag there are. Do the multiplication and you have your number.

If the serving size is 1 bag, they were too lazy to count too!!

I'm sure it varies by 1 or 2 M&Ms by the package. If you want to know how many are in one pack, count them against your will or find some one who counted a few packs to give you an average.

Well, saying that every M&M are exactly the same in weight...I have a bag near me...one M&M weighs 1 gram, give or take. The bag weighs...32 grams, roughly. So take 1 gram and divide it into 32, and you get 32. Around 32 M&Ms in one small bag.
