The film or used in shooting commercials flashes a certain number of times per second. If the wheels are revolving at a lower base rate than the film, then the wheels will not have made a full resolution by the time the next frame is shot. This will create the illusion that the wheels are turning backward, but that's all it is, an illusion.

same thing happens in movies that show the wheels of a wagon going around.
TV (and movies) effectively take STILL pictures (frames) very fast.
When we see wheels going backward, it is like seeing them with a strobe light. The wheel went around normally, but the pictures that were taken are at a rate that makes it appear that the wheels are going backward.

Because the film used moves slower than the tires are going and gives the illusion that they are spinning backwards.

It has alot to do with the reflection of light. There is a scientific term for it but I don't remember what it is.
