Interesting question. Of course, it's possible that Carter is only regarded by some people as the worst Democratic president because they can't actually remember the names of some other, more forgettable incumbents.
Guess in a straight contest between Carter and Bush we'd have to sum it up like this:
Carter=Good-hearted man trying to be a genuine positive influence in the world. Largely fails.
Bush=Puppet of the multinationals, tries to...well, tries to go on holiday and bomb the cojones out of everybody that isn't white, Christian and pro-Bush, and scare the pants off the rest. Largely succeeds.
Which is worse - to try for good thigns and fail, or to try for standard-lowering mediocrity and succeed? Simply on the strength of human conviction it takes to still try every day to do good things while being President of the USA, I'd say Carter was cool, and Bush is worse even than his father.

George W Bush will go down in history as the worst president ever!!! right now most historians agree that the worst presidents have been James Buchanan, Andrew Johnson and Herbert Hoover. Buchanan was president right before Lincoln and pretty much walked us right into civil war; Johnson was president right after Lincoln and almost got impeached and Hoover brought us the great depression. Bush will surpass all those guys and be voted as the Worst President Ever!!! Warren G Harding was pretty bad and Nixon, even though he was almost as crooked as Bush, actually did some good things.

I believe our president George W. Bush is the worst president. Why did we have to go to Iraq. There is no reason for it. James "Jimmy: Earl Carter, Jr. did what he thought was right. Oh, by the way, I am a 100% democrat.

George W. Bush is certainly a miserable failure.
He has used the military to attack a nation that was not a threat to the United States. He has looted the treasury. He failed to move quickly in the Katrina debacle. He wanted to put American ports under Arab control. He has little respect for our civil liberties. He has alienated most of the free world with his cowboy mentality. He was selected President by the Supreme Count in which one of Cheney's hunting buddies, Scalia, voted. He attempted to get his personal lawyer appointed to the same count. He's always bringing people to justice. That's what a "decider" does.

Hey,
actually the worst president in history i'd say was nixon, but bush has by FAR surpassed that amount of intelligence. I like Clinton though, he was really REALLY good with our economy and that is what should matter, the way they handle our country and its efficiency...i mean he did bomb some asprin factories cause he thought they were WMD factories but it was very minor, he didn't bomb a whole innocent country. But now that bush is here everything he has done is about ten folds worse ; ) we're all gonna die lol

George W. Both men were men of principle. The difference though is that Carter's principle was that of the founders, one of restraint. He believed individuals should make sacrifice or limit themselves. The defeat of Carter is directly linked to the change in America toward more individualism and the "I" deserve mentality was stronger enforced.

Jimmy Carter
Operation Eagle Claw
Purpose - Rescue of hostages in US Embassy in Iran
Result - 8 dead, 4 injured
George W Bush
Iraq War
Purpose - Freedom for the Iraqi people (?)... and plus those pesky WMDs and them "Al-Qaeda" folks
Result - 2,500+ dead, 18,000+ wounded
I'd say Dubya, hands down.
