Some people are just like that and it doesn't mean anything.
If the person is someone who usually makes eye contact but all of a sudden isn't anymore, then something is fishy.

I've heard it means they may be lying to you. Also, watch for touching of the ear or mouth, another sign of lying (or uncertainty). It also could mean someone is saying something that is painful or difficult, like when a jury foreman says a guilty verdict and doesn't look at the defendant. A third thought: It could be someone who doesn't care that much about communicating with you and doesn't respect you.

Some people are just so shy then can't look at someone while talking. But for most people, it usually means they are hiding something and are lying about it.

It could mean they're lying...or it could mean they don't have very good social skills. Many people who are shy or lack confidence for whatever reason, have a hard time looking people in the eye when speaking to them.

yea at times it could mean they are tryin to hide an emotion ofrom you it can be good or bad or just don't like giving ppl. straight eye contact when talkin it normal

I think it means they are either:
a) untrustworthy
b) shy
c) looking for someone "better" to talk to
You gotta read the rest of the body language to determine which it is.

it all depends...in some cultures is not polite to look at you directly in the face, looking down means a sing of respect.. coming from a western world I never understand that...

it depends if he or she generally avoid eye contact when talking to people.
If it's just when talking to you, then that person might just be intimidate or maybe he/she likes you too much.
