As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. So here are some tips to follow.
Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Tips:
Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

Definitely atleast the bottom. I used to use it on both but then i decided it looked like i had too much black on. It depends on each person and the shape of their eyes. What I do now is use black eyeliner on the bottom and wear a brown eye shadow so it doesnt look funny. If you use eyeliner, mascara is a must!

It be on both top and bottom or on just one of them, doesn't really matter. I prefer to put it under my eyes but everybody is different. But if you have full eye lashes on top of your eyes then you only need eyeliner on the bottom. And putting eyeliner on top is a pain cuz its much harder and longer to get out of your eye then the bottom.

I was told by a beautician that if you put eyeliner inside your eye, after a while it clogs up your tear ducts. This can lead to you having very saw, blood shot eyes. But as long as you don't use it too often you should have no problem.

I prefer it on the bottom only. At least i think it looks best like that on me. It will vary from girl to girl. It really depends. I also look better with real bold black eyeliner, some people would look like a raccoon with it on . So really it depends on the persons skin tone, and their eye color etc. It also depends on tastes.

Depends on the shape of your eyes. If you want your eyes to look bigger, you need to apply the eyeliner outside. If you want them to look natural, apply it to the lower rim and then do not draw a line on top.

it can be put on both, but it depends on the look you want to achieve. Putting liner on both will widen your eyes... also you want to be careful when putting it on the bottom, you DONT want to put it on the part of the eyelid that is behind your lashes, it will irritate your eyes. Put it on just below your bottom lashes.. and of course just above your upper lashes (if you so choose to put it on your upper lids). I recommend liquid liner.. because of the thin-point of the brush... just be sure not to poke yourself in the eye. I find the pencil liners smear too much

Both is fine. I only wear it on the bottom because it looks like I'm wearing it on the top already. It's up to you. Try it only on the top for a day, only on the bottom for the day, and both for a day then decide which you like best on you =)

It depends on the person. I'd try to put it on the top, then only the bottom, and then try both and see which one you like most. it doesn't really matter.
