I also have a 96 Mystique. It's not the timing belt or any other belt. You would know after that many miles...something would have broke down. Also, the timing belts on these break BEFORE they get loose. A little treat from Ford!
I would venture to say that it is the wheel bearings. I've had this problem once on this car. On a Honda, I might tell you to check the struts also. It's not expensive to fix yourself. To have a mechanic fix, maybe $200-$350. A Mercury can put a LOT of miles on bad wheel bearings. I'm not sure how mine kept rolling.
By the way, have you had any trouble with your blower motor? Mine will stop blowing on the worst possible days. I was in a snow storm in Appalachia and trying to change the fuse in the fuse box. Fixed it immediately. I've had this happen 5 times to me, but two of the times, the fuse wasn't burnt out. Either way, I replaced the fuse and the problem is fixed...temporarily. Any advice? matt_66002@yahoo.com

Is the noise more of a hoot than anything? Those vehicles had issues with the tubes and MAF area of the intake occasionally resonating and causing the noise.taking the intake hoses off and running the engine should get rid of the noise.. another issue has been Idle spped motors causing same low pitch hum or hoot sound also

I had trouble with a 95 Contour SE with a loud hum when I drove it. Finally, I got to thinking after a while, if the wheel bearings were going out. Sure enough that was the problem. Hope you find out what the problem is.

If it is a 4 cylinder, sometimes the timing belt gets loose and hit the cover and makes noise

it could be the wheel barings, drive your car in an empty parking lot, rotate your stearing wheel right to left and see if the noise gets louder or it may be a the alternater, tentener pully, powerstearing pump, my recomendation would be to start with the easier and cheaper parts and check them one at a time.
