Neither appropriate nor inappropriate, but you're better off leaving a message anyway; more likely you'll get a call back, harder for someone to deny that you called earlier, and leaving a message can free you up to worry about more pressing issues instead of constantly trying to call back.

It really depends. If you called for something very important then you must leave a message else you may or may leave a courteous message. Preferably it is always good to leave a message so that the other person can find out how important was the call that he/she missed.

This is my opinion: If the subject was worth calling them about in the first place - it's worth leaving a message about.
Caution: Don't write a book. Introduce yourself, introduce the topic, request a call back and thank them for their time. *click*
Also, give people an opportunity to call you back. Don't call and leave a second message unless the topic is urgent and a reasonable amount of time has passed.

When I recieve blank messages on my phone, I consider it rude to hang up without at least leaving your name. I try to always leave a message and a number where I can be reached.

No. I don't think it is appropriate. Many people will not return a phone call to a number they don't know. Or if you calling a cell phone for business purposes they may not answer if they don't know who is calling. If you leave your name & purpose of the call you are more likely to get a responce.

There is no wrong or right unless you are unprofessional, then it is wrong to leave a message. It is treated the same as sending an E-mail; just be professional.

Yes. I would just leave my name and number for a return call. Sometimes when there is too much info, the person may not return the call.
