Well of course.........Chili Volcano's!!!
Filling yet inexpensive - make your favourite chili recipe - buy hamburger - (on sale) fry up with onions and add either a can of tomato soup (may need a little water if using soup base) as your base or tomato sauce. and add a can of red kidney beans - then add your spices. Let simmer to blend. Peel and boil up your taters. Once taters are tender - drain and add a little milk and mash.
In center of plate have a little mountain of taters and then put your chili over it - there ya go - a Chili Volcano
Hey - when I was a single parent and needed to make *ends meet* - it was a way to fill little tummy's and get my son to eat his taters and he thought it was neat. He's now 32 and still makes Chili Volcano's hehehe
PS - my chili today has evolved from this basic recipe - but you asked for cheap - but we still serve it Volcano style sometimes.

Fresh vegetable soup. 2 carrots, an onion, 2 sticks of celery, a can of chickpeas, a can of tomatoes, 5 vegetable stock cubes, salt, pepper, garlic, a litre of water, boil for 20 minutes, and voila! It's lovely.
