Any file-sharing system that's based off a US server isn't technically...."legal", as it inflringes upon conglomerate back-pockets like Warner Bros' and such.
Overseas though...different story. The Interpol don't crack down on it too terribly much....but it's a big time "threat/crime" in the USA because it's "pirating" and cutting off the corporate billions...
Remember, the United States is run from a state of Corporate control....it's better that broke people spend a bunch of money on overpriced DVD's and CD's....than it is for these companies to remove their heads from their butts and understand where the information age is going and re-align how they make their money.
Whatever, use a site called E-Mule.com (it's based out of Europe, and in turn....legal.) Have fun!!

Yes and no.
The PROGRAM in and of itself is legal. It comes down to how it is USED. It only becomes illegal when you download or share copyrighted files. If the material you are downloading (or sharing) is not copyrighted, it is perfectly legal.
When VCRs first came out, the MPAA freaked out because they were afraid people would copy pre-recorded movies. The Supreme Court ruled that a VCR could be used for legal purposes, so a VCR was not illegal in and of itself.
