Limp Bizkit probably didn't but their record company most likely did in the whole Payola scam. Lots of artists are implemented in it including Jessica Simpson.
NY's Eliot Spitzer is prosecuting the culprits.

Yes, and so do most artists these days. As much at $50K per artist/song gets paid. However, you don't pay the station itself, you pay the network, like ClearChannel Radio.
