So it looks like it would cost 84 cents (or a little over 2 stamps).

From the US to UK, double the postage. I do this at work all the time.

It has to be 2 regular $0.39 stamps that say USA, not those temporary domestic ones they give you when the postage rate changes.

Depends on how much the letter weighs and what class you're sending it.

Letters are graded according to weight, not distance.
