As I remember college, the highly-motivated people generally hung out in the library. I probably should have done more of that.
Or you could find out what courses everybody avoids because they are insanely difficult .... sign up for those.

Usually the motivated people show up to class, all the time, and early, they also usually sit in the front of the class. Another way besides joining clubs and going to the library is to start or talk about a study group in a (or all) of your classes. Then just kick out the lazy-butts and you've got the motivated ones.

I would suggest attending classes. Most of the motivated people actually go to college/university classes. And that's when they're most likely to be open to conversation (as opposed to when they're studying or working). Plus, classes provide a common area of experience that makes for good conversation openers.

It depends on whose mind is like yours, but every university should have a plethora of clubs, honor societies, and other student organizations. When I was in college, I was in Advertising Club and I met a lot of great people who were interested in the same things as me and who were trying to get their foot in the door in agencies. It was a great time.
If you aren't in college, but want to meet people who are, coffee shops and bookstores near the university are a great place to meet them.
