Depends on your age. The advice I'd give a middle schooler is a little different from the advice I'd give a college student, baby boomer, or senior citizen.

Ask a girl you're interested in out on a date. If she says no, ask another. Don't be discouraged. It probably isn't you. Eventually, you will get a yes or many and if you're lucky, the girl you choose that chooses you will be special. Good luck.
