Depends, what kinds of containers they are, for eg. a cylindrical container will hold more than a rectangular container with the same base Perimeter and height. This question is very unclear. The answer would probably be the cylindrical one.

I think the one that is a cylinder would hold the maximum amount of water, in other words the one with a circular base of circumference 6 inches and height 4 inches.

Both will hold equal amounts due to the given capacity, but it depends on what you put in the containers that will decide which container will hold more ... also, what the container(s) are made of, which will allow that container to manage additional stresses provided by the items the container is holding at the time.

If both the containers are empty (nothing inside) then they both hold the same amount of waters. (volume = height x circum.)

The volume is given by pi* r^2 *height.
so volume is same..both will have same water..
