The moisture in the "glue" must evapourate before it can bond. The inside of the container is not airtight, however there is insufficient air and heat to facillitate evaporation. Hence, the "glue" is kept in liquid or solid (as in the case of a glue stick) form. Also, the containers are plastic which doesnt have high affinitiy for many chemicals, further reducing bonding.

Because it needs air to dry. Try leaving the cap off. Then it sure will stick to the inside of the container.

the way glue works is that it seeps into the pores of whatever it is touching and bonds it together. the inside of a glue bottle is sprayed with a substance that makes it non-porous or the material itself is non-porous.
