A tongue is just a language. We all speak in tongues. Speaking in the tongue of Pentecost means that you can be understood by all who listen as if you were talking in their exact dialect of their primary language (yes, all listeners at the same time.). That would require the holy spirit.

No. Although speaking in the tongue of Pentecost would be evidence of the presence of the Holy Spirit, it would not necessarily be the result of His presence.

Tongues? No. If you read the story of Pentecost, you'll see that the Spirit came and THEN the disciples started speaking in tongues. Pray for the Spirit to come: you can do it in English or whatever language comes naturally to you. Silence is OK too.
