Usually not, I know to the school I'm going to attend (university of Minnesota Twin Cites) it depends on the residence halls or apartment. But all campuses have places to microwave your food. It's usually by the vending machines. Also if your serious about the question call the room and housing department at the school you plan to attend and ask them.

Yes it depends on what college you are going to. Many colleges allow to bring a microwave with you.

It depends on the college. Check into the college first, a lot of them provide a "microfridge" (small fridge with small microwave on top). I know Albright College provides them (Class of '08!! Woohoo!)
