I need to now the path to set the functions of the mouse buttons in a way to be able to create shortcuts from Start/Programs. The problem is I can no more get that options message to create shortcuts or delete...when rightclicking.

Kindly go to
Start >> Program >> Control Panel>> Mouse
A dialog box appears

Make changes in the setting whatever provided and you want to change. Enjoy...

well first of all
you dont want to do that
they are your program files,
you may go in to you programs
to properties and or options and create a desktop icon,
If you want to delte you should always go to uninstall in add and remove programs
by not doing so could reek havoc on your system
from desktop you can right click and create shortcuts etc

goto your control panel.. make sure you have your mouse drivers installed.. once in control panel goto "mouse" and you can assign key commands to certain clicks or movements
