Obviously I use yahoo for my email. Someone emailing me has a different email with a certain domain (i.e jane_doe@blank.edu). If I block the blank.edu domain from emailing me is that the same as blocking their IP address. They log onto aol and send me emails from the same computer that they have the jane_doe@blank.edu email registered to.

No. By blocking the domain name you are blocking a server. Everyone at "blank.edu" will be blocked. The domain they use has nothing to do with the computer they are at (unless of course they run their own mail server).
An ip address will similar to 127.0.0.1 In ip address is a was of identifying a specific computer. Understand that my blocking the ip address may not block the person for long because many ISP's use dynamic ip address that change every few days.

No, if the IP, not the account was blocked, the person could just move to another computer, which would have a different IP address, open yahoo and send mail from the same account on a different address. It blocks based on the name of the account, not the IP. Besides, with some ISP, your IP address changes every time you log into the Internet.
