the only phone provider is Verizon, therefore I need to order DSL with them. Can they force me to get a Local Calling Plan too? All I need is DSL, since I already have ATT CallVantage as my VoIP.

Most DSL providers require a primary phone line. However Verizon offers standalone(Naked) DSL in many areas. You need to check with Verizon. An article here:

Verizon is not the only provider, we have Vonage, and also Cavalier to go along with Verizon. You can also get DSL through Cavalier. You can also get comcast online.

From what I know of Verizon you do not need to have Verizon home phone service to use Verizon Broadband service, they can verify availability through your home address. It shouldn't be a problem so long as the house has a landline access for them to install and activate the line signal for broadband access.
