This sounds like a DOS attack. Nothing will happen with a well designed firewall. The firewall will drop the packet. Any properly configured router will drop the packet as well; that's the default behavior on all routers so it would take a deliberate mis-configuration to allow the packet through. Most modern routers cannot be configured to do that, even deliberately.

Normally this indicates that the attack is coming from inside the ISP's network, almost certainly on the same subnet. Well designed networks will always drop packets on the outside interface that claim to come from the inside.

If the destination address is external, how would the packet get routed to the firewall? Like the first answer, it would have to an attack from a local subnet. The upstream router will not route a packet to a downstream destination address that does not exist in that direction. The only way to do that is to inject false routing tables into the routres - now we are talking about a very sophisticated attack that would result in the firewall dropping the packet (as the first writer said).
