Like anything else in this crazy world, the terror alerts were a reaction to panic, fear, paranioa, and propaganda.
People don't like to feel threatened, especially when they can do nothing about the threat. It doesn't help that humans have an inherent "voyueristic" side- ever slow down to check out the accident on the side of the road? We like to witness "bad news".
As such, the media in this country have bombarded us with messages about terror, attacks, and the possiblity for attack. We became afraid, and demanded immediate results for protection (while we continued to watch the news which fed our fear)
Eventually, after some time- we realize our lives, barring a few minor inconveniences, have not changed. We still have bills to pay and work to do. We have become a little less fearful. The terror alerts aren't as visible these days NOT because there is no news to report (c'mon, if they REALLY wanted, they'd feed us SOME sort of crap) but because we stopped caring and stopped demanding to be updated every second regarding the "War on Terror"
We've been living with "Terror on our doorstep" for a while now, and we've become jaded.
Think about the cold war- children from the 1950s and 1960s were taught in school about how to prepare for nuclear fallout, what to do in the event of an air raid- again, paranoia and propaganda at work.
Eventually, as we got into the 1970s and 1980s, we no longer seemed as paranoid. We stopped teaching children to "take cover". The cold war ended. We became complacent, and we forgot how to be afraid.
Inevitably, history repeats itself (maybe not in the same country, but across the world, history repeats daily) and something happened to cause alarm and panic. This time it happened to the United States.
Eventually, we will grow out of this and all the crap starts over again.
It has nothing to to with conservatism, liberalism, communism, muslim, whatever.
It's all based from fear, paranoia, and propaganda.

Everything is hyped during election time. The threat level has and does change but no one is reporting on it... so you dont know unless you call or search the net on a weekly basis to see the change.
