At what point in the food chain do organisms develop a cerebral cortex? Crusteaceans don't have one, nor do fish... all mammals do. What about lizards? Birds?

Hmmm... I was under the impression that fish didn't have a cerebral cortex, but they're vertibrates.

Great question!

Fish have what we might call the "beginning" of a cortex. Non-vertebrate chordates do not. It should be noted that cephlopods have a nervous system that rivals a cortex (certainly surpasses that of fish).

I heavily doubt all and sundry "chanced on" it. it particularly is the term for the outer layer of the innovations, the grey count. the reason no-one "chanced on" it particularly is because of the fact no-one, further, "chanced on" the middle.
