Yes, but the prep work you do will be most important to the finish adherence and appearance. First, clean it with TSP and let it dry thoroughly. Lightly sand and use a primer like Zin or Kilz to give it the teeth needed for the latex paint to adhere. Then brush the paint into the grooves and roll in between.

Yes, you can. Use an acrylic based paint. In a satin finish, will come out quite nice. Make sure that you two coat it. Use a roller and back brush it so there are no drips and sags. Take your time and it will come out great.

Yes, but if the house is more then forty years old you may want to consider tearing it down. Usually the dry-wall behind the paneling gets eroded and mold infested. But if your just renting or leasing an off-white color on the paneling will look good.

Yes, but I suggest using a primer as it will take several coats of paint to cover it. It took me 4 coats without it so I'm sure if you primer on it, it will take less time.
