It is very difficult to upscale a photo, if you have a 72 DPI photo there is really no way to increase the DPI....that is the same as having a digital zoom on a camera...if you have a poor picture to begin with you will only have a bigger poorer picture at the end.

If this is an original file, i.e. something you just snapped a shot of yesterday, and you want to increase the dpi from 72 to 300, on your resize screen you should be able to change the "stock" 72 setting to 300 without a hitch, provided you are also changing the dimensions of the picture to a lesser size. But as the post above me stated, if you have a poor picture or pixel quality, you will only get a worse picture than when you started. Normally, I have no problem jumping up to 300dpi when I down size my image to 2000x1333. If you have a camera with a small amount of MP, you may not be able to do this.

You need to go to Image, then down to Image size, in this are there are different settings, including DPI, it should have a 72 that you can change right there and make it 300. However you need to be aware that you may get a blurred image with this method, you can use the filters and sharpen to get a little bit crisper image after enlarging.
If you are scanning, you should have a custom scan selection that allows you to change the DPI it always better to scan a little larger DPI than you need because it is easy to go down in DPI but you get pixelization when you go up.
