Douse the tutu in starch, it has always worked for me. Make sure to re-apply the starch freguently (right when the old starch dries). You could also tack the layers of the tutu together in various places- making sure that the material will remain in place. Good luck!

Starch works well, but always remember to hang the tutu upside down (basically hanging it from the crotch-part) when in storage. That way it doesn't sag after a period of non-use.

I have heard that sugar water is very good for stiffening crochet and tulle. Just be sure to completely dissove the sugar and use quite a bit with the water.

Add stronger tulle inbetween the layers. This will help make it stand up and not be droopy. Also make sure to hang your tu-tu upside down. Makes them "poofier" longer!

You can buy spray on starch, it's pretty quick drying and easier than soaking it.
