I would make sure that no child goes to bed hungry, and I would make sure that there was enough vaccine available to immunize against the next pandemic which is inevitable.

There is little one billion dollars could do to help the overall country, thus if this was the goal I suppose I would establish either one or several foundations that would over time help many within the country.

First and foremost I would pay my ten percent of the money to my home church.
General McCarthy made a mistake of sending in a group of business men to restore Japan after the war. McCarthy should have sent Holy Ghost filled evangelists into Japan to try to restore the country of Japan. Today Japan is doing great in business. The problem is, they are not doing very well spiritually. If Jesus Christ is in the picture, blessings follow. Japan would be blessed financially and spiritually if McCarthy did send in Holy Ghost filled evangelists. Today the Japanese currency is in a great flop.
Send me.
Canada and the U.S.of A. are a bible believing countries that is why they are so blessed. Jesus Christ is in their picture.
With Jesus Christ foremost the country can better decide how to deal with life matters.

I would create a tourist attraction in a semi-remote country that would help industrialize that country and bring in foreign investments.
That's if its not for America. If I'm investing for America's Benefits, I'd help fund reformation in the Failing Schools of America. I think they really need some assistance.

I would contribute to overhauling the educational system. No Child Left Behind is a joke. Funding for better materials and increased salaries to attract better teachers and out public school systems is the key.

I would spend it on children's medical research and for programs that help the working poor. It's horrible when 2 full time incomes will not pay even the basic bills. I see it a lot in my area where we are still quite rural so there are simply not enough opportunities for quality employment.

I would first find out in what areas are failing. Were I could make the best "investment" that would help out the most. Certain things up and running can improve other areas.

Put it into training programs for jobs for which there is a demand and short term training will do the trick like certified nurse's aide or LPN. If you give a man a fish, he eats for a day, if you teach him to fish, he eats for the rest of his life. My training programs would include day care for mothers who want to take the training.
