A neutral atom is redundant. The atom is neutral by nature. When the atom gets a positive charge then becomes a cation and when it gets a negative charge, becomes an anion.
in the atom, the positive charges (protons) and the negative charges (electrons) are balanced.

The answer given by "The chemist" was excellent.
Atoms have equal numbers of protons (+) and electrons (-), causing the overall charge on the object to be neutral.
If the atom did not have a neutral charge, it would not be an atom, it would be an ion.
Example:
The Potassium atom is symbolized K, and contains equal numbers of protons (19) and electrons (19).
The Potassium ion is symbolized K+, and contains 1 less electron than then number of protons within the nucleus.

A neutral atom is one in which the number of protons is equal to the number of electrons. However, a neutral atom can gain partial charge via induction or displacement.

They haven't formed a collective yet. You know, unionized. Sorry, bad chemistry joke. They are un-ionized, so that they have as many electrons as protons; they're uncharged, in other words. The neutron count is not definite; for small atoms, it's close to the number of protons, but as atoms get larger, more neutrons are needed to hold the nucleus together against the electromagnetic repulsion of the like-charged protons. So, for instance, the most common isotope of oxygen, O-16, has 8 neutrons and 8 protons (and 8 electrons); but the most common isotope of lead, Pb-208, has 126 neutrons and only 82 protons. The atomic mass of an atom is approximately equal to the number of nucleons (protons and neutrons together).

Neutral atom: an atom which is electrically neutral. Basically, any atom that isn't an ion. All atoms, in their elemental state, are electrically neutral.
