Just from your computer, i will learn html if i have to.

Most ISP's (Internet Service Providers) provide thier customers with a personal webspace account. So I would look there first.

If you wish to set up a website on your own computer (without access to the internet) you may do so by installing webserver software on your local machine.
http://xitami.com/ : as P.P. has suggested is a very good place to start.

If you wish to make your local webserver visible on the internet you will need an account with an ISP and a static IP address assigned to your account so others can locate your web server.

This thread will get very complicated and specific from here on in, so you need to state more details before going down those roads.

You can write html in notepad or wordpad. Just save the file, or rename the file extension to .htm or .html. From there, to test it...open it with microsoft internet explorer or firefox. Webpages are not compiled so any text editor will work.

there are web servers that you can download like apache(http://apache.org) or my personal favorite Xitami(xitami.com) because it is more user friendly

You should learn HTML but you can use the Yahoo site builder to make your site

if you want a domain ie yahoo.com then you will have to pay but it is only $3 per year.
