Hi. I'm a coin dealer. Here's the CORRECT answer. I obviously can' t see your coin, but from your description, it is one of 3 possible things:

1) It is a normal 1989 cent that has had the copper plating stripped away. The "cut off" edge might have happened when someone was messing with the coin. Value...1 cent.

2) It could possibly be a cent struck on a dime planchet that got mixed in with the cent planchets by mistake...this would also account for the undersized nature of the coin as well. An easy way to tell is to look at the EDGE of the coin; if you see a thin line of copper, then it could very well be a cent struck on a dime planchet. Value...$20-30

3) It is a normal 1989 cent that someone plated with nickel, silver, etc. This happens when people are experimenting with coin jewelry, etc. and it happens a lot. Sometimes they will use a penny for a "guinea pig" before they plate the item that's going into the jewelry. Value...1 cent.

My advice...take it to your local coin shop and let them examine it...they'll tell you what you have in 30 seconds. Hope this info helped.

its a dime that went threw the penny press at the mint i have one too but mine is a 1980 canadian one

Nice, sounds like one that I just sold at a coin show In Cleveland, OH. I got either 33.00 or 34.00 dollars for it. Should check into it.
