You cannot use a cellular phone on any Southwest Airlines flight until the plane is taxiing to the arrival gate.

This policy is typical of airlines, so I believe it would apply to other airlines as well. In my experience, it is the case with every airline I've used in the past 2-3 years.

within the US as well, i am sure, in most other countries it is Illegal to use a mobile phone while in the air because it messes with instrumentation...

Only when they allow you to use electronic equip. You cannot use it during take off and landing.
