"This Old House" aired an episode in which they used a stripper. The stripper had no harm-full fumes. First you had to score the walls with a special tool, then apply the stripper, cover it with a paper, and wait. It appeared to really work well, but it is T.V. !

(1) Steamer
(2) Get DAP spray gel from Home Depot. It is a solvent that dissolves the adhesive and is easy to use.
(3) Get a scoring tool from Home Depot which puts mini scratches into the wall paper so that the solvent works better.
(4) Get a spackle knife and use it as a scraper.

Use Zinsser's "Paper Tiger" tool and DIF liquid or gel. You can get them at Home Depot or Lowes.
Follow the instructions, and wallpaper comes off very easily.

Do what my husband did once and try to paint over it. Rolled right off!
Steam will do it.
