According to RH Whittaker's classification(1967),Bacteria come under Kingdom Monera.....which includes all prokaryotes. There are 5 kingdoms: Monera,Protista,Fungi,Plantae & Animaliae.

Because protistans are eukaryotic, which are the opposite of prokaryotic cells. And plants and fungi are multi-celled.
