The most likely answer is that someone replaced the instrument cluster with one from a lower-mileage car. Chances are this was done in an attempt to fool you into think the car has less mileage than it actually does. If the cluster has to be replaced, any reputable shop will submit paperwork to the manufacturer, who will issue a code for them to use to display the correct mileage. The problem comes when Jim-Bob decides to pull one over on a prospective buyer and scavenges a cluster from a junkyard. But without the proper code, the odometer and engine computer will disagree with each other, which will produce the 'ERROR' message. Go back to the person that sold you the car. Odometer fraud is a VERY serious offense, and your state will gladly prosecute them if they dont come clean with you.

Perhaps the odometer is shot, get a mechanic to check it out
