Yes it does. Any reduction in wheel width will impact cornering ability of your car. Less wheel coverage results in diminished traction. If you want to improve performance, you typically increase coverage, not decrease it.
Recognize also that the manufacturer has spec'd the specific size in order to get best efficiency and safety out of a tire. Changing this could impact both of these.

If you're asking about price, yes, the width will play a part of the price. Remember you also have to buy tires that will fit the width, and tire prices can also be more depending on the width.
In terms of if your car can handle it, I don't see how it would matter. Especially on a toyota, if it were a big truck, I would be hesitant to go with narrower wheels, you should be okay.

You need to have the rims that will fit your car EX--15 inch rims 15 inch tires.
