If the people that you hate are doing something illegal, yes, you can call the cops. However, if it's nothing illegal and these people just really bother you, then you have either of two options: 1) talk to your roommate and work things out peacefully, and this is preferable, but if that is not possible, then 2) sign a form that says you plan not to renew your lease, and find a different place to stay. Remember that you will still be obligated to your current lease, so you have to think about whether or not it will be worth the money and hassle it takes to break the lease early, if you want to do that instead.

Me and my sister had this problem until it was too late. She thought my boyfriend spent too much time in the house but i couldn't understand because she had random people come over and i never said anything. So i got upset and left because i felt she was a hypocrit. Point is you need to set boundaries in the beginning so there is no misunderstanding but for you its to late. Now your going to have to flat out tell her that you dont want these people in your house plain and simple. Legally you cant throw her out unless shes willing to leave, you may have to go to court. This is in case she lashes out on you.

tell your roommate exactly what you asked here and see what happens... try to work it out, if worse comes to worse, move out and find a new roommate or live on your own so you wont have this prob anymore
