It depends what you want to do with it and also your temperment and facilities. Are you a go-go-go type person, competitive, laid back, ?? Do you want to show and if so at what level? What part of the country are you in? If you show do you want something you can also ride outside the show ring? What discipline do you want to do (cutting, reining, western, jumpers, dressage etc)?

What you want to do HUGELY influences what horse you will look for. DO NOT pick on breed. Many here and elsewhere say pick a quarter horse because they're so gentle - I've handled quarter horses who would stomp and kill you in the blink of an eye; one who had NO fear of hurting himself or anyone else who got in the way (this was not fear driven - it was just he didnt' want to do something). There are good tempered quarter horses but there is also good tempered Arabs, Saddlebreds, Walkers, TBs etc.
What financial backing you have matters too - if you want to show at breed shows your money will go a lot further with an Appaloosa or a Morgan or a gaited breed than it will with a quarter horse or, often, an arabian. If you have $10k to spend you'll get (usually) a higher quality app than the same $ going to quarter horses - volume and popularity matter and horses that are winners in AQHA are going to cost more than one that wins at ApHC shows (just an example). A top ten app was advertised for under $10k - add another couple zeros onto that if you're looking for a top ten quarter horse. I know one that's $100k and he hasn't been to the world show.
Once you decide what you want to do look at the breeds that will get it done and the individual that matches your temperment. If you're easily rattled don't get one (of ANY BREED) that is hypersensitive...look for one laid back that kind of rolls his eyes and goes about his job as he's supposed to. They ARE out there...you have to look but they're out there.

For racing, if you are talking on the track racing, a thoroughbred would be a top choice. However, they don't come cheap especially if you get one with high pedigree. It also depends if you want it trained or not. Were you planning to ride it or hire a jockey? There are certain weight and height requirements for the sport. There are lots of things to take into consideration, a horse is no easy task to handle. Thoroughbreds especially are known to be high strung and need daily exercise and care.

Jan H.'s answer seems pretty good. I'd not focus on the breed, but the horse's personality. If you are a beginner, and you must be, since you are asking this question, I suggest taking lessons and getting a trusted, experienced person to help you find the right horse. Don't get a very young one - get one at least 10 years old who is settled. Mixed breeds are as good as purebred. And you can't judge a horse by its breed - there are several other factors that must be considered - trainng, attitude, how uch it likes people, etc.
First step is to find a trusted professional who can help.

I would say get an Arabian because I think that they are the smartest horses because if you start to train them and then let them sit in the pasture for a year or something and then u try and train them again, they will remember what u tuaght them before. I wouldn't get a Quarter Horse becuase they tend to spook more easily. It's up to u though. Whatever you want your horse to do should be the one that you get.

i would have to agree w/ the Quarter Horse. They are level headed, quick thinking, smart, and usually calm. A quarter horse is the fastest horse in a quarter mile. Also they are muscular, and go w/ rough terrain. That is why the Quarter Horse was bred. To help the cowboys round cows up and such.

They are level headed, smart and strong.

I had an Arabian before I got a QH and he was very sweet and smart but very easily spooked. He was scared of his own shadow. All the Quarter Horses I had were very calm and "bomb proof".

But it also depends what you want to do with it. Other breeds are better for certain events.

If you want a good solid riding horse a Quarter horse is your best bet

Quarter Horses are the best horses in my opinion. I have one, and he is quick to learn, easy to teach, and trusts me to lead him. They are a very beautiful breed, and are very muscular and noble. They have an amazing attitude and are willing to do whatever is asked of them, and are very versitile.
