I've been looking for them already for about 2 years and these are the best I've found so far. Although they have limited number of samples (or the ones you might not want), you can get some new and cool product.

In case you are looking for high-end makeup samples like Sephora and it's affiliated brands, I'd say the best bet is to go to the store and ask the associates (they make sample jars right in store).
The other idea is to go to a department store during their GWP(Gift With Purchase) time and buy little over $20 and get a cosmetic case full of trial size cosmetics, they also give away samples for free if you ask.

I don't know about websites, but you can get free samples from your local Avon rep. Also, Avon has a money back guarantee on all it's products, so you can return it if it's not "you". Give one a call & see. <*)))><
