I believe what you are asking about are Potentilla Shrubs. Potentilla's are a very common shrub used in landscaping. To maintain a pleasant size and shape, they need to be trimmed back annually.

See more information below:

Description:
Potentilla is a deciduous shrub that does best in full sun and will flower all summer if trimmed in late June or July along with fertilizer and water. The flowers are borne atop the tips of the new growth. It is best to thin this plant in late winter by cutting back about one third of the stems near the ground (older stems only). Potentilla also serves as a butterfly nectar source and a host for butterfly larvae

Common Name: Buttercup Shrub, Shrubby Cinquefoil
Botanical Name: Potentilla
Type: Deciduous shrub
Soil Preference: Tolerates drought as well as occasional wetness but prefers well-drained, loamy, sandy or clay soils with a pH of acidic to alkaline (less than 6.8 - 7.7)
Light Requirements: Full sun
Attributes: Attracts butterflies, serves as butterfly nectar source as well as a host for butterfly larvae; good for the rock garden, border or as a ground cover, foundation planting or specimen
Pests: Mites
Diseases: Iron chlorosis, Powdery Mildew
Care: Fertilize with Holly-tone approximately April 1st, May 20th, July 4th, August 15th & October 30th. Keep granular fertilizers off foliage and away from stems and trunks. Use 1/2 the recommended rate of fertilizer for new plantings.
Prune after flowering to keep plant neat and compact.

Planting Instructions: Trees & Shrubs

I believe you may be talking about a potentilla shrub. It is a small shrub 2 1/2 H - 2 1/2 S. It has silver green foliage on arching branches. It bears yellow flowers all season and is dormant in the winter. In warm climates it will bloom through winter.
