You can study CFA from anywhere in the world, but recently, the CFA Institute has begun specific academic programs. They have developed curriculum integrated into traditional university curriculum that prepares you for the CFA designation concurrently with the university degree. The program in Canada is at Concordia University, as part of their MBA program. The link below will connect you. Best of luck. CFA is a valuable educational program.

You can study for it on your own anywhere in the world, by reading the books and probably a study guide from Schweser or Stalla. Study guide is very helpful, more concise, you won't have time to read all the books. I used Schweser for Level I and Stalla for Level II and passed the exam on frist attempt. Schweser/Stalla costs about $400-$500 (just the study guide books, no flash cards, or CD or any other fansy stuff), and books couple hundred dollars depending on how many you buy. I didn't buy all the books.
